How are the CHL rankings compiled?

Is it a poll, or something more high-tech? Do the rankings take into account the percieved differences between the leagues and divisions?

Which rankings? There are several CHL rankings that I know of. The Hockey News has one, the CHL has one, NHL Central scouting has one, and they are all compiled differently.

They are supposed to take into account the perceived differences in the leagues - but that is a hard thing to measure.
