Fire retardant. There are different kinds but the most commonly used is Phos-Chek

You can see pictures of Tanker 910 (the exact same plane that was flying over the California wildfires today) dropping both water and Phos-Chek.

Actually, it was colored water. With some fire retarden too. It is colored so the fire fighters can see where it lands. And let them dump another bucket, any where it needs to put out the
fire.
