You will need to know these languages HTML, XHML, and CSS.
The key to layouts is CSS and I recommend this tutorial for CSS.

The best tip for GIMP is to use tutorials until you understand what GIMP is able to do. Then you can later apply it to own art.
I also recommend you pick up a copy or DreamWeaver. If you can't afford DreamWeaver then I recommend a free program called NVU.
As for tips on developing your layouts... Beware of browser compatibility issues that causes the site to display wrong like in Internet Explorer, FireFox, Netscape, or Safari. Also watch out for higher screen resolutions

There are literally hundreds of different programs out there that different people use to make different Page Layouts.
You have a limited amount of choices.
You can trial and error and learn this way how to use a particular software.
You can take a classes at your local JUNIOR COLLEGE.
Or you can have a friend show you how this is done. I doubt you will find a clear cut way to develop a page or site to use on myspace or other sites.
Many users opt to use only free software, and they simply have the paitence and the time to learn how on there own.
Almost all available software, like Photoshop and others don't give you a step by step to learn how to use them. You are either going to have to find someone you know or take a class on it or last but not least do like all of the rest of us and sit in front of a computer for many hours and learn it by trial and error.
