Say I have an electric source A, that I am trying to split into B and C. I don't know what the voltage nor the amp on A is (it might be big), but I want it so that B will always have a small fixed voltage and amp, and pour the rest to C.... or divert them all to B if there isn't enough power from A. Can you tell me what components that I should use?

You haven't clearly described your situation. It would probably involve a voltage regulator for B, and a zener diode so that C could not draw current until the voltage at A is high enough to meet the requirements of B.
