would it be bad to get a power supply that can provide more power then the computer needs in some cases? meaning if sometimes you were on 480 watts and then later you would run on 1000 watts.

It is safe..Like the guy above me mentioned, even if you had a 1000 watt PSU, your PC will only draw the power it needs and no more. Thus anything over that is free for extra goodies like GPU's, Drives, etc.
I just bumped mine from a 350 watt to a 700 watt!
Raw stable power to all the components is a good thing.

A power supply only supplies what your system needs and the bigger 80% efficient power supplies even use less power that the cheap smaller PSUs. Bigger quality PSUs also have more stable voltage rails which means smoother performance. no hardware failures or performance hits due to underpowering and less chances for random reboots. Unless your running 2 1GB ATI 2900XTs in a crossover setup a 1000watt PSU wont be necessary thou. For most needs this power supply is the best bang for the buck with 3 18amp +12V rails 80% efficiency lots of modular cables, 5 year warranty etc.

It has a 620watt brother too.
If you ever plan to run a power hungry 1GB 2900XT I suggest this PSU:

It has the wattage, amps and the 8pin PCI-E connector the card needs to run overdrive.

Only bad on the pocket but NOT on your PC. Even with a 1000W PSU, actual power draw would just be what your PC needs. A big power supply should run COOL 24x7. It will also provide you with big elbow room for upgrades and bling-blings.

it depends on the area substation , they supply a constant power which will be needed there will a minute change like in fraction so more supply means fraction change that wouldn't harm your computer but if power supply is more i. e in hundreds then it damages the computer

it's better to have a power supply with higher wattage capacity. you might plan an upgrade then it is not necessary to replace the unit.
