He believes that although two people can still be friendly neighbours, some form of barrier is needed to separate them and 'wall in' the personal space and privacy of the individual. This is shown through his repeated saying, 'good fences make good neighbours' (line 27). The neighbour's property is a representation of his privacy and the wall acts as a barrier against intrusion.

The structure of the 'Mending Wall' is a long one-stanza poem. It is written in blank verse and contains a narrative-like style. Repetition is used as a technique to emphasize the main ideas. The line 'something there is that doesn't love a wall' has been repeated in line thirty-five with a new meaning. It refers to the attitudes of the narrator towards the wall - the narrator does not 'love the wall' and wants it down - whereas the 'something' mentioned in the first line of the poem refers to nature. Another example of repetition is the statement 'good fences make good neighbours'. the idea of 'mending wall' is most certainly not to break down barriers: anyone who suggests it is should not be allowed in the same room as serious poetry.
in the early part of the poem frost makes clear that he considers it a necessary part of the year to walk the line with his neighbour, fixing the wall between them.
it is only later in the poem - when the wall is between orchard and pine-plantation - that frost questions whether a wall is necessary. the neighbour replies 'good fences make good neighbours' because that is what his father always told him.
frost is not suggesting that we should break down barriers. he is suggesting that we should consider the barriers we have, since some of them will be necessary and useful (separating herds of cattle for example), others of them futile (forestry from orchard).
it is always better to do what you do consciously, whether this is building walls or reading poetry.
at a slightly deeper level frost is also suggesting that it is foolish to do a thing simply because your father did it that way.
foolish to read a poem only the way your teacher tells you to.
