Mk, this is a hard one to crack. First things first. Developing countries need to lead the way on things like solar power and hydrogen powered cars. That solves the problem of having to import oil or coal or anything remotely like it. This by itself goes a long way towards what they need to do.
The next thing they have to do is to develop a product that people in places like the US would want. Also if they are in a location that's suitable for tourism then they need to exploit that.
Another thing is that many developing countries are controlled by Muslims. Those Muslims have to be tolerant of people that don't share their religious views and they have to keep Islamic extremists out of their country. They have to squash them before they get a chance to spread their hate.
KK - the US national debt would take exactly 15 years to pay off if the people forced the government to do it. Sadly, we keep electing the same idiots that refuse to do anything about it. To make it happen we have to be willing to get rid of popular politicians that simply refuse to do it or wont do it if they cant add a pet project for their state to the bill.

Developing countries first need to establish peace within their own borders.
Developing countries are racked with poverty as dictators overthrow governments and take all available resources and government money for themselves. Dictators control armies that eliminate peoples of opposing political forces or even tribes, some wars between tribes going back thousands of years.
The damages caused by war and the ravages of war are too much for one government to fix. Imagine if you will being in charge of a country where bombs, fires, and natural disasters have destroyed your food resources, your people are torn apart by constant warfare and death from famine, and fear for their lives daily from violence from theives, vigilantes, and dishonest government officials. Such problems are too staggering to even comprehend, let alone fix with such a Band-Aid as solving their debt.
Governments of developing countries need to establish peace within their borders. They need to establish food and shelter resources for their own people. Only then can they be in a position to prepare an export that will be their entry into the world market. Once they establish a reliable export and income from that export, they can pay off their debt. But they have to address the problems within their own borders first.
