Surely the answer has to depend upon the subjective position of the person who has 'a positive outcome,' and ~ for how long after does that positiveness remain as such.

To the German people in the early 1940's, the sudden availability of the dispossessed Jewish peoples in Germany, Poland and other countries, gave them the choices of a whole range of available properties to move into ~ a very Positive outcome.

Unfortunately, a lot of people subsequently took umbrage on these new tenants and in one way or another, had them removed - by bombing them, ejecting them and then later taking legal steps to reclaim their property / homes.

That was the later 'negative' outcome.

no it cant be positive. racism is evil. how can anything come out of the belief that one race is superior to others? it is probably positive for the race that thinks it is superior but for everybody else it is hell. if everybody does not have a fair shot at winning something than it cannot be positive.
