There is an opening around Monterey Bay in CA that extends all the way underground into Nevada. It's only large enough for one submarine to travel through at one time, but they do testing out there. The base in Nevada is also a large depository for ammunition used by the Naval submarine fleet.

The first two posters are correct: there is nothing about submarines that requires an ocean be present for training. Simulators can be built anywhere. I'm an ex sub sailor.

As to why Nevada. Personally I wasn't aware of this but, presuming you are accurate, its probably politics and economics.
Political plums like this are common in Congress. Its how congressmen stay in office: getting government contracts for their home districts. A base guarantees local jobs.
If you have ever travelled through Nevada you will notice that it is rather desolate. Land is cheap. Waterfront in California is expensive. Very expensive. Since you can build a simulator anywhere, do the math.

I'm pretty sure it's a training facility, with no actual submarines on base. There's lots to learn about with submarines, but you don't actually have to be in the water to learn them. So the wide open spaces of Nevada provided lots of room for a base.

There used to be a Navy base in Oklahoma in WWII. Both bases were/are used for training purposes, not to actually house ships or submarines.
