i can't open my C,D,E and F drives because of this jay.exe

Short of formatting your precious harddrives. Here's a more effective solution.
First run the windows task manager by pressing Ctrl+Alt+Del at the processes tab locate the task named mveo.exe, terminate it by clicking on the terminate process.
Next you'll need to modify the start-up programs on msconfig, go to run command line on the start menu. type-in msconfig, click-on the start-up tab, locate the mveo.exe line and uncheck the file.
Reboot your PC.
After rebooting, don't double-click on any drives just yet. Go to the run command line and type-in command, after the dosbox appears type CD \ to go to the root directory of your drive, at the root directory type-in attrib -r -h -s +a *.inf and attrib -r -h -s +a jay.*. After doing so type del jay.* and then del *.inf. This process will delete the jay.exe file and its loader, then go to the windows system32 directory by typing cd \windows\system32. Type-in attrib mveo.exe -r -h -s +a then type del mveo.*. That should fix the sucker. You have to repeat the process except the last part on all of your drives and portable drives (floppy, USB, enclosures, iPOD on windows mode, etc.)

Windows cant delete files or a program that are “live”. This means the program or some elements of it are actually running. The program or one its services may be running silently in the background or being shared with another application. To disconnect all applications associated with the program, Press Crtl-Alt-Delete time to pull up the task manager. You will need to disable all the services associated with the program. Here is how:
1. Open your "Start"menu.
2. Click “Run”
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click "service"
5. Uncheck all executable(.exe) files associated with the program you want to remove.
6. Click "OK"

maybe ur drives has been infected.. try formatting each drives.. remember to backup ur data first..
