Milane runs the Weapon Shop in Palm Brinks. (I think she may only be there during the day.) If you are trying to recruit her, make sure you speak to her as Monica. She will give you a sword you must level up twice, (you must level it up to the Sand Breaker sword). After you level it up twice, talk to Milane again as Monica, and she'll join you.
