As for the clay itself, there are a few places in the Philippines (local & mail order), as well as mail order places in Singapore, Australia and New Zealand. To see details re those places, look on this page at my site:
http://glassattic.com/polymer/supplysources.htm
(... click on the category MAIL ORDER, then scroll down a screenful or so)
As for tools for polymer clay, there are loads of things that can be found around the house or which are intended for other purposes you could buy to use. A lot would depend on just *what you want to do* with your polymer clay since there are so many different possibilities... some of which use particular types of tools, and others that don't.
Especially if you're a beginner, check out these 2 pages in particular at my site which discuss beginner tools and the most needed general tools:
http://glassattic.com/polymer/tools_Dremels_worksurfaces.htm
(click especially on the categories called BEGINNER TOOLS and WORK SURFACES and ROLLERS/BRAYERS)
http://glassattic.com/polymer/cutters-blades.htm
(click especially on TYPES OF BLADES)
Then you might also want to check out these pages for other tools that are often used with polymer clay techniques:
http://glassattic.com/polymer/pastamachines.htm
http://glassattic.com/polymer/claygun.htm
http://glassattic.com/polymer/sculpting_body_and_tools.htm
(...on that sculpting page, click on TOOLS)
http://glassattic.com/polymer/stamping.htm
http://glassattic.com/polymer/texturing.htm
(If you want more info about other aspects of polymer clay too, check out the Table of Contents page at the site so you can find out which exact pages they'd be discussed on:
http://glassattic.com/polymer/contents.htm )
