I remember the 80's was the time of over accessorizing teased hair and allot of makeup. If your trying to tone it down, head bands, teased hair, leg warmers (gotta have the leg warmers), heavy eye shadow, mid thigh skirt, and an overly large sweater

80s was usually a lot of makeup..but you probably want a cool toned down 2007 version. I'd use some eyeliner (not outrageous) and light bright shimmery eyeshadow colors to make your eyes pop. Then you can use something in your hair to make it have more body (not HUGE 80s hair, but just something more emphasized.)

Do you mean 1970 to 1980, or both decades?
1970s - polyester, hot pants, platform shoes, minis, bellbottoms, long straight hair, hoop earrings, purple or blue eyeshadow, lots of mascara, pink blush, and pink frosted lipstick.
1980s - still polyester, bellbottoms, gathered tops [ across chest ], BIG hair, cami tops were new [ as outerwear ], plastic button earrings, bright lip gloss [ unfrosted ], lots of eye makeup,shoulder pads

70s is disco:
flare jeans, platform shoes, long sleeved shirt with vest
80s is way cuter:
jean mini skirt, big t-shirt/roundneck sweatshirt with neck opening big enough so it hangs off one shoulder
long necklace
side ponytail with headband
makeup: mascara, colorful eyeshadow (not too colorful!)
and dark pink lipgloss
