Not being sure about the situation, I can only think of it being in a semi-humorous kind of aside or your bf's characterization of things.

For example, a cop could tell someone who's dog had been caught in violation of a leash law that the dog was "on probation" meaning that if the dog was caught out again the owner was going to get a ticket.

The other way that a dog could be on probation would be the "one bite" concept of the law. The basic one bite concept is that, prior to the first bite, a dog is not considered dangerous. After the first bite, the dog is considered dangerous. As such, the owner could consider the dog as being on probation since he would probably have to put the dog to sleep if the dog kept on biting people.

No!
A dog is considered to be "property" at law. A dog can be owned by a person, or it can be feral. Property is (usually) an inanimate object - now I know that dogs aren't inanimate - but at law, you cannot put an inanimate object on probation. Probation is a way of dealing with human beings, not property.

No........ Owners take a legal obiligation over the animal. The owner could possilbly put on probation, but what could the the dog do to be place on such a thing? Think of what dogs are capable of and what happens when that even occurs? No if's, and's, or but's about it.
