The best art scenes in the world can only be experienced through being there and looking out over that landscape. There is no substitution. Wherever that place is.

Depends on the kind of art you like, honestly. Italy is it for sculpture, painting is everywhere, drawing is everywhere, etc. If you like an ethnic style, then look where that style originates. If you like modern art, look for places that house modern art.
