What is difference from TOM TOM ONE and TOM TOM ONE - Refurbished? ... (other than that one is $299 and other $159)

Refurbished just means used and fixed up like new. I purchased my Tom-Tom One about a year ago and I love it. I could not do without it. it was over $100.00 U.S. cheaper than the other models and, to me, it works just as good as the more expensive models.
I would buy the new one rather than refurbished, and purchase it with your credit card. If you buy new you will get a good warranty and can get an extended warranty. You will need this. My first Tom-Tom burned out for whatever reason and was acting crazy, it was still under warranty. After calling their tech line, and answering a few questions, I sent it back to the company and in two weeks I had a new Tom Tom (Thank God).
Also, if you use a credit card, (some) cards insure the device for a time from theft and damage.

refurbished can mean that it was broken and fixed , or that the customer brought it back and the manufacturer checked it out before reselling it, or that it was a store floor model or...whatever. It is up to factory specs, but isn't 100% new I am on a refurbished computer now and have no regrets

sounds like the refurbished one did not work and was taken back to the dealer. The dealer sends it back to the repair shop, and fixes it, then the repair shop sells it to you.
