It depends on how close you are. Did you grow up with this person? Have you been very close since childhood? Cause it would be a bit strange. Now if someone just got married and you like someone in the newly joined family then that is no problem.

and the cousin is on the uncle's side?

Okay, your uncle's brother is still your uncle, and his children are still your first cousin. You'd be stupid to marry your first cousin.

You cousin's cousin would be more like your uncle's wife's brother's children.

Uhh, that's a little confusing. Let me get this straight, she/he is your cousin's cousin? She has nothing to so with you, by blood I mean? I think as long as you are not related by blood you can marry anyone.
