on ebay one guy name steve rip me off like $2000 for a ncr cash register and me that he did not get the payment i have contacted paypal and they say that paymnet was send to the seller and he is not repliying me back so what to do i have done the claim but that does not work either and i if i sue him why i have to pay for it.
it was his fault right i think ebay paypal should close and i will also sue them

file an unreceived item report, ebay will contact the seller and get his side of the story. Since Ebay owns paypal, they will be able to tell if the money was sent or not, you should get either your money back or the cash register you purchased.

eBay owns Paypal and, they have covered their rear ends carefully to avoid being liable in situations like this.
Sorry for your loss - not sure what you can do. Perhaps someone can recommend a lawyer who has handled eBay cases before ... best scenario would be to find a lawyer friend who would not charge you for advice whether it's worth pursuing legal actoin.
In the future look hard at the feedback of your seller. Look to see if the feedbacks are all really old or really new. Look to see how many negatives. Look at the variety of things the person is selling - does the mix seem way too random - or does he have an odd number of the same item? Contact him to ask a general question - make something up if you don't have a legit question - just to see if they respond in a timely fashion. If it's an expensive item - offer to pay extra for tracking or certified mail and/or insurance - but don't send the money until they've responded and agreed they will indeed purchase the tracking/insurance/etc when they go to ship the package.

report both the seller and paypal to the better business bureau, bbb.com. They solved a problem I had with a credit card company who refused to credit an item I returned to a seller I paid for with their card in 3 days. Make sure you say, "this is not a debt collection".

you should work on your typing and grammer. it was kinda of hard to understand what your asking. i think you are saying
"i got ripped of on ebay. i bought something via paypal. the seller says he didnt receive payment. but paypal says he has."
this is pretty easy. you contact paypal and tell them you havent received the item you bought. you can send them copies of the email saying he hasnt received payemnt. you can also contact the issuer of the card you used for the paypal.
paypal will refund your money, but you need to have documentation such as the emails you received. if you used a credit card such as visa they will refund your money but again you need to have as much documentation as you can when you report it. you should contact ebay themselves also. ebay may own paypal but they run as separte businesses.
i have been reimburshed from paypal but it take along time and i had o supply alot of documents.
also anything sent (except general mail) has a tracking number on it.

you can look up your PAYPAL account on line and just check activity by DATE. Find the payment, print it out, and prove to the guy you paid. PAYPAL can also verify the Steve guy's account and verify for you that your payment was credited to him. If he never shipped your item, see if PAYPAL can contact his bank and reverse the payment.

Contact Ebay and Paypal and let them know. They will let you know what your recourse is. I would suggest just getting your money back, dont bother suing the guy unless Paypal and Ebay recommend it in order to get the money back.

Paypal should be the party you deal with. Ask for proof of payment and let them know you are going to seek legal council.

Paypal should reimburse you for at least part of it. It happened to me for $56 and I think I got about half back....but for 2K wow that rots.
Call Call Call see if you can speak to a manager, also give a call to Ebays fraud unit.

Go to the police with all the paperwork you have. Get everything in writing. This is fraud and for that amount he could end up in jail. Unless of course you were dumb enough to do business with someone out of the country and in that case your out of luck and justifiably so, most non Americans seem to think we are made of money and its OK to steal from us.
