I would say he has some type of fungal infection, go to the aquarium shop and get a broad spectrum anti fungal treatment and treat him ASAP

Someone already answered, it is called cloudy eye, there is medicine for it. But your water is obviously a mess so you need to improve those conditions or he will not recover. Ick does not have to be around the entire body. If it looks like salt granules, it's ick. If it is large puffy white stuff, it's fungus.

it is probably ick, also watch feeding him too many gold fish cause he can get hole in the head (an actuall hole grows in his forehead) as for the ick do a water change and treat him with Melifix it is the best thing i have ever came across it smells like vics, you can use this for all types of problems, fin rot ick ect,, and if ur still shopping in a prt store start shopping at thatfishplace.com, ull be amaized at how cheap everything is, theres also a thatpetplace.com

Water quality, water quality, water quality. Your fish has secondary symptoms of ammonia burns,if you don't improve the water conditions the next disease will be "hole in the head". Don't worry about treating the fungus until the water is clean.
