Generally, it has to deal with the degree of autonomy of the regions/states/provinces and the authority of the national government. A federal government is a nation in which powers are divided between the national government and the regional governments. A confederation government is one in which a supranational government has authority over the national membership (which can choose to opt in or out at any time). The European Union is fast become a confederate government, but is not quite there. Sometime this century, Switzerland probably crossed the line moving from a confederate government to a federal government.

Federate is an adjective and can only describe types of governments with its derivative forms such as "confederate" or "federation". Pretty much the same way that disgruntled is not an expansive definition of a word "gruntle". To the second part of your query...a confederation is akin to an amalgam of "like-interested" or "similar" states or parishes coming together for a more cohesive representation to the populace at large through a centralized government.

federal state is a state based on federal constitution which share power b/n the central & and the regional states. more over ,federal government has a decisive role in case of residual matters and concurrent powers.
con-federal state on the other hand is a state established based on the confederate constitution which gives more power for the units than the central government on the issue of residual matters & concurrent powers
