Only if the discussion is about sex between the two of them, otherwise its ok. But a 22 should not be hanging out with a 17 yr old anyway.

The age of consent means the age at which a person is mature enough and smart enough to make an informed decision about whether to engage in sex. If you googled it and it said 17 in Texas then that is probably OK but you better check to be sure there are no caveats such as age differences. And "the girl wanted it" never works in court. Statutory rape is statutory rape even if the girl initiates it.

His family sounds like a bunch of control freaks. Unless the 22 yo is tying to get the 17yo to do something dangerous, stupid or illegal they can't do a thing about it. If he is trying to get him to do something bad they can get a restraining order out on him. But they need proof.

No, there is no case for that, unless there is sexual content, violence or some other illegal activity.
However, all it takes is a lie and the 22 YO is up sh** Creek. My advise would be to back off for a year. It's safer.
