This may sound goofy, but it works. If you don't feel comfortable, DON'T DO IT.....
Remove the other side ( Will it come off? If So , Good ) Now, tip the bowl away from the attached one. This put pressure on the bolt, stopping it from moving most of the time. Start loosening the nut. Did it work? GOOD!! If not, try this...same starting point, and put the vise grips REALLY TIGHT on the nut. Try to turn the nut and bolt together while tipping the toilet. This will sometimes allow the bolt to come loose from the closet flange. AGAIN< If you don't fel comfortable doing this....DON'T!!

Mini hacksaw, hack off wing nut, hold the screw with the vise grips,if it was easy, any clown could do it. Wrap a hacksaw blade with tape. It's only brass, stop wimping out and get under there and bite it off!

If you want to try a chemical try Tasgon Green. It smells like tar but will work its way into any corroded fastener. I have taken off mufflers with it that had rusted together for years.
Did you try taping the tank near the screw to protect its surface and then hacksawing the screw off?

Home Depot has kits for removing screws with stripped surfaces. they work like a dream!

We recently had a similar probelm. We used a Dremel cutting tool to cut it off.

a mini hack saw
only cut under the toilet,
you will find if its this bad ,and its old, it may snap off

try oil, cooking oil, baby oil, massage oil, any oil, knock it gently all around to separate it from the "walls" around.
