if your rat is calm and okay about being handled, you can trim the tooth with a pair of clippers. Trim it to the same length as the other and be careful to not nip the rats lips.

The Rat Guide has a section on Malocclusion and how to trim the teeth complete with pictures.

Take him to the vet and have the teeth clipped. You might have to do this every so often if his teeth are misaligned. The vet will give him something to calm him down first, before she/her attempts this. Make sure afterwards he has plenty of lab blocks, carrots, hard items to help him keep his teeth down. If you see it is getting longer, take him right away. It is cheaper for the vet to do it when they aren't so long.
