Configure your router to handle all of the traffic in your home by connecting the router to the DSL modem, and then both computers connect to the router. Make sure that the DHCP server in your router is on, and then configure both computers to automatically assign the IP.
Also, on your downstairs computer, make sure that under your browser's connection settings, that you set it to automatically discover your proxy settings. this is a common solution to internet connectivity.

Wireless router should be the only device pugged into the modem's internet port.
The router will do DHCP for your internal LAN-both the wired desktop and the wireless one downstairs.
30% isn't a very good signal strength, but it should be enough to get you connected. Try repositioning the wireless router, tilt the antenna down, find a location downstairs where the signal is a little stronger.
Log into the web interface of the router. See if encryption is turned on. If it is, turn it off and try connecting again-you can turn it on later in the router as well as matching the settings in your wireless adapter.

Ok, I;ll ask, how do two computers connect to a modem?. Is that really a router also? If so you have router conflicts. Since normally a modem will only have ONE connection. If you have multiple outlets then that "Modem" is a router. And if you add a SECOND router you have to be very careful to set it up correctly or it simply won't work! (It wont let you connect to the net!)
In the newly added router, try turning off all DHCP and NAT functions. If it allows you to change it from router mode to gateway or even better "Bridge" mode do so.
Otherwise you will have to set up a "second" network and be sure the second router is not attempting to run DHCP within the same network as the "Modem/router" settings.
Just a guess but highly probable if the MODEM has more than one outlet!

Like everyone is saying, you should have one modem and one router. then connect all the computers to ONE router.
To get the best and fastest connection you should use a wired connection.
If the signal has to travel through walls and floors, you will lose signal as you see. Move the computer to the same floor as the router or as close as possible to it.
You can also buy signal boosters.

Your modem should be connected to the router and your computer into the router. The modem should be in bridge mode and the router should handle the internet connection.
Your ISP should be able to walk you thru the set up procedures.

Does your modem have a built in switch (router) because I am having a hard time understanding how you are using two feeds off a single modem, if this is the case you are probably having some IP conflicts.

As far my experience the 30% signal is enough to get connection to the internet even the message low connection you can still can connect to the net. Maybe you need to configure the ip manually or you need to get the repeater or a booster.
