In the summer I can use full hot and cold and my bath is comfortable. In the fall, it takes less hot water and more cold. In the winter it takes more hot water and less cold.

Why is this?

There's a few variables here. Since you aren't using a thermometer to measure the temperature of either the hot water, cold water or comfortable water, there's no way to tell which of these three is really changing.

I suspect that your comfort level changes as the seasons change. I know mine does.

The water heater may vary over the year and of course that hot water cools a bit before it gets to your tub.

The cold water temperature is set by the ground temperature which is pretty stable, but could vary if you live in a warm climate and the pipe isn't buried very deep because you don't have to worry about it freezing.

The ground is colder in the winter, so the cold water is colder. Most likely your bathtub also starts out colder, so you're also heating the tub.
