get purple black and orange as a color theme
put those color streamers up get witch's hats and cobwebs and hang them up. try to make the mood seem dark and mysterious so like get a smoke machine at toys r us for like 5 bucks

Sheets of cotton can be stretched and placed between doors to look like cob-webs...add plactic black spiders (you can get some at any party store real cheap); orange lights and even black lights can be put in some lamps to look eerie; I don't know how much dry ice is but it can be used around a punch bowl; also if you boil some spaghetti noodles and add red food coloring or tomato sauce and have it covered...when people but there hands inside it can give the illusion of brains; along with the food stuff, olives covered can be like eyeballs...hope this helps!!

Black and white garbage bags and orange survey tape. Stuff white bags with paper to make the head of the ghost tie and hang. Black bags can be cut or use black plastic to make the room(s) dark and eerie. Dry ice from the super market to look like smoke in the punch bowl.

Get that cottony spider-webby stuff and votive candles. They're halloween classics, and it should be enough to cover it. The rest of you money should be spent on the food, music, and other stuff you plan on doing there. The decorations are important, as they add ambience, but they shouldn't be expensive.

Streamers and balloons are the cheapest way to decorate. Throw in a few plastic witches and skeletons and your good to go.

HURRY! GO TO WALGREENS AND BUY ALL THE STUFF YOU SEE! (WHICH IS LIKE 5$ PER THING) QUICK!!!!!!!!!! You can also make a scarecrow out of an old halloween costume. (it even scared my dogs. they never get scared, except for my wimpy dog, the greyhound.) GOOD LUCK! :-)

get some webs glow in the dark ones if they have rip up an old sheet and make that in to a web, buy different color light bulbs, clear balloons and put creepy stuff inside them when you blow them up

If you have rubber gloves- clean them out and fill them with water& freeze-add these frozen hands to punch bowls. Make different foods with silly names- tapioca pudding as fish eyes, hot dogs as witch fingers. take tissues and twist them to look like ghosts . you can make bats and headstones . carve pumpkins for fun. have fun!
