but the people, just weren't buying it?

The example I think of is Prodigy, they were supposed to be HUGE in America and help usher in the "year of techno" ..but not so much. Granted they got a little famous, but they were getting pushed like CRAZY!

Wow, I forgot all about some of the one's listed...
I was surprised about the Artic Monkeys, they were getting pushed like crazy by Rolling Stone. I don't like them myself.

Yes. I remember 1997 perfectly. To some degree, it was the year of techno. We were told by Spin and Rolling Stone that rock as we knew it would be dead, guitars would go extinct and bands like Prodigy, Fluke and The Chemical Brothers were going to take over the world like Seattle did in 1991. The electronica "revolution" lasted for about one year and done. Prodigy had one good album and blew up because Liam Howlett was jealous of all the attention Keith Flint received. That's the perfect example. Some others.

Suede
The Stone Roses
The Strokes
Deadsy
Tricky
Portishead - two albums since 1994, too busy getting stoned to be bothered with the hassles of actually coming out with new music.
Magnapop - they were that close to becoming the next Pixies.

You should be scared for Arcade Fire. They would make for the perfect candidate for this list, but the jury is still out on their future.

There was a band in the 80s called Sigue Sigue Sputnik who were hailed as "the new future of music" and had exactly...

...one major hit.

They were essentially a brilliant marketing ploy that got lapped up by the music industry and music press (and, for a very short while, by the public):

"Led by former Generation X member Tony James, the new wave group Sigue Sigue Sputnik raised selling out to an art form.

The concept behind Sigue Sigue Sputnik was simple: the band adopted a postmodern, ironic style and sound, and marketed it to the hilt, saturating the media with slogans and interviews. James didn't even intend the band to be musical; he recruited Martin Degville, Neal X, Chris Cavanagh, and Ray Mayhew partially because they lacked extensive musical experience.

After a publicity campaign designed to solicit a record contract, the band signed with EMI; they released their first single, "Love Missile F1-11," in early 1986, and it hit number three on the U.K. charts. Sigue Sigue Sputnik sold the space between tracks to advertisers on their debut album, Flaunt It. Despite the massive marketing campaign, the album fell on deaf ears, as did the more serious follow-up, Dress for Excess (1988), which featured the slogan "This time it's music" on the album cover."

Tony James (he was the bass player) generated hype about Sigue Sigue Sputnik, while wisely not allowing anyone from the music industry a chance to hear the band. He sold the band to record executives by using short video collage of futuristic and science-fiction movie clips as a "demo tape".

The buzz became a frenzy as several record labels began a bidding war to sign Sigue Sigue Sputnik. Tony James finally settled on EMI which was rumoured to have given the band a substantial advance.

Not a good idea, EMI...

Funny that lovnrckets mentioned Suede, because I remember hearing a lot about Elastica being on the road to huge-dom.
