Unless it is an ion in which case it has either had its electrons temporally stripped off making it positive or if it has had electrons temporally stolen from other atoms building up a negative charge as in static charges.

The atomic number on the periodic table of elements gives the number of electrons and protons in the nuclease. Since both charges are equal and there are the same number of them in the atom normally; they are balanced with an overall charge of zero.

Neutrons are neutral particles to begin with and in various isotopes the same atom different numbers of neutrons can exist in the atom, which then makes the atoms radioactive as the neutrons decay.
