As long as you don't have a web hosting service, your site is stored on your computer or a different server that requires someone to type in the address of the location where your site is stored and it must be on 24/7 to work properly.
This is the reason the smart money is to get a Domain Name and a web hosting server to store and host your site.
This free's up your computer. Depending on the size of your site it can take up a ton of room and make your computer sluggish.
