It all has to do with irregularities in the pH balance of the precipitation. Regular rain has a NORMAL pH balance of 5.6.
Acid rain may ahve less or more and is usually polluted rain that is not necessarilly unsafe, but less safe than rain in it's natural state.

Rain that has a ph under 7 limestone can return to 7

Normal rain is pH 5.6.
Precipitation with a pH less than 5.6 is considered to be acid precipitation.
