This is to two significant figures which are all that are necessary. Any further precision is utterly meaningless!

Also, it is important that you set the ratio up properly with the old figure (82) subtracted from the new (69). It is a negative change.

I divided to 0.1585 but its gonna keep on going.
so about a 16% decrease.
