Many property owners who live along the border don't want the fence. It would cut them off from the river.

Due to mandatory military conscription for 2 1/2 years in Korea, every able-bodied Korean male is for that period of time part of the army. South Korea along with Israel has one of the best trained armies in the world as well. So... you basically have highly trained soldiers guarding a border that's a minute fraction compared to the Texas-Mexico border.

Also, a large part of S. Korea's national budget goes toward the military with the bulk of it going towards maintaining bases and the DMZ. Unlike America, that really has to spread their resources thin by pretty much having bases all over the world, S. Korea along with their U.S. allies primarily focus on that single area.

Also, think of the urgency. As much as the rush of illegal immigrants pose a tremendous problem on immigration laws and our ethnic populace, it's just that- a social problem. Whereas, the Korean War never actually ended, and the opponent has one of the 5 largest standing armies in the world with unknown nuclear capabilities although experts say they're almost certain that it can at least hit the west coast and completely obliterate Seoul, one of the world's largest cities, for sure. If Mexico was clearly antagonistic... so much so as to be a huge military threat, then the border situation would probably receive far more attention.

As of now... there really aren't too many ways to stop thousands upon thousands of people to enter a country. If there's one factor you can point to... it's the fact that the US is just too damn big- which also accounts for why South Korea and Japan, two of the most technologically developed countries in the world- have internet speeds that are 30 times faster than ours for the same price.
