Should I get a graphics card with GDDR3 memory of GDDR2.?

I was told GDDR3 have higher latency and should stick to GDDR2.

Whoever told you that is getting things confused. DDR3 memory has a higher latency than DDR2 memory. But those are system memory, GDDR3 and GDDR2 are totally different things. In this case, there is no latency issue, the GDDR3 is much better.

Go with a DDR3 card with a big memory bus and high clock speeds. It will smoke a DDR2 card.
