I reckon there are two Minnesotas- There's Minneapolis/St Paul and there's the rest. Been through the twin cities, but I've actually spent some time in International Falls, going through a lot of the rest from East Grand Forks through Bemidji and into I-Falls.
Your question was about the people, not the weather, so I'll just talk about the people I met there during my month-long soujourn. I liked 'em. They were helpful, kind, decent and I'd trust 'em all with my car, my house, anything I had. I can't say that about the people I know here in California. Maybe it's the dichotomy between big-city people and decent people. Are there any frayed edges? Sure- there's the sense that tourism carries the economy. There's some less-than-pristine real estate there. But this doesn't detract from the qualities that the people carry inside themselves. They're decent folks. I saw stuff that made me cringe with fear- I saw residential neighborhoods where little kids played out by the road, by themselves, as if no one were afraid of kidnapping. Do you see that in California? Nope. Slow down to 15 in a neighborhood, and everyone starts dialing the perv hotline. But in Minnesota, people trust their kids to play by themselves out by the road.
People try to do their best for you: I rented some videos and the different people always made sure I was OK. Try that in the California Blockbuster- sure, you can walk around the store, but when you go to check out, no one gives a damn, unless they try to foist some of the candy that their Marketing told them to scatter on their counter.
When the weather's nasty, people drive carefully. And if you stop, people will ask if you're all right. One time I was going a wee bit too fast for the road conditions. Sure, 'twas only 25 mph, but it would have taken me a long ways to stop if I'd had to. The lights came on and I got pulled over but the kid with the badge just asked me to go a bit slower. I reckon he didn't have a California-style quota to fill. He was genuinely concerned for my welfare, not in giving me a ticket.
All in all, I like Minnesota. But I guess you got that, didn't you? California is where I've grown up and where I still live. But Minnesota is where I think about moving to.
And, unlike that one other person, I didn't have any problems with the air polution. But I didn't live in Minneapolis, either. One day, maybe we'll have a cuppa in Bemidji and see what's right with the world, OK?

Well I live in MN and it's great. I'll have to disagree, though, the air isn't EXTREMELY clean. And it's not so peaceful*coughs* the bridge*coughs*
But hey there's the Mall of America here.

Well, um, I'm from the twin cities and I mean the people are okay, kinda passive aggressive but I think the people outside of the city are nicer, tbh
