P = 2(8 + 9) cm
P = 2 x 17 cm

I think you want the perimeter, the distance around the edge of the rectangle.

Draw a rectangle and put the measurement you have on the length and width.

Then count up the distance around the rectangle. You don't need a formula, algebra, or anything more than how to count.

add the length of all sides

P=2(9)+2(8)
P=18+16
P=34

2*8=16+9*2=34.
OR 9+7=16*2
