If the bio. father of a baby does not want to take the DNA test to determine paternity, can his parents (who want to know along with the baby's mother) be use for the test?

If both the father's parents are available, then the test is almost as certain as if the father himself were. After all, the father has no place else to get his DNA from.

Even one grandparent usually can provide a much closer match than a total stranger. Most tests indicate something in the neighborhood of 98% or 2% likelihood, so there's certainly plenty of room to establish a link without the test becoming invalid.
