your dogs should be fed just once a day. Whatever they don't eat should be removed. Are there a lot of dog feces around. If there are then clean them up. If it is on pavement or stone, wash it down with a hose to get rid of residual fecal matter. Do not leave any food for the flies around and they will go away.

A hot air balloon, parasailer, and a base jumper. In WV we just had over 400 base jumpers jump off the New River Bridge. This is only allowed once a year.
