i don't get how to find solution problems with or in them

That IS a solution set, all real numbers less than 5 or greater than 9, but none in between 5 and 9 (including 5 and 9). In interval notation, it's (-∞,5) U (9,∞).

Or is kinda like add.

It would be all the numbers <5 plus all the numbers >9

The solution set is the set of all real numbers except 5 <= x <= 9
