You should let your girlfriend, sister or some girl help dress you up as a girl for Halloween and you should wear whatever costume she picks out for you to wear. She should make you spend a few days dressed up as a girl before Halloween so you can practice & get ready to be a girl, plus that will give her time for you to try on different costumes until she finds the right one for you to wear on Halloween. Let her turn you into a real girl, go all out, shave your legs, pluck your eyebrows, get your nails done and let your girlfriend turn you into a girl, be her girlfriend & spend this Halloween as a sexy 18 year old senior high school girl & if any guy gives you a hard time, just dare them to dress-up as a girl & wear what you're wearing.

To look slutty and still be covered up, be a sexy pirate.
The best part is, you can get most of the stuff really cheap second hand or as toys if you can't buy the 60-70 dollar costume on the internet.
Ripped skirt, ripped fishnets, boots, frilly white shirt, huge belt... plastic eye patch, plastic sword.... the only thing you really need to buy is the hat.
Nurse also gets lots of attention.

nothing! haha just kidding.. I think that's hilarious! I think you should go with the slutty school girl look.. like.. get a wig and put it in pigtails with bows.. and have a plaid mini skirt, and a really short button up shirt that you can tie at the bottom to it's a total belly shirt.. you know, like that outfit britney spears wore in the "baby one more time" music video.
