Try the Gimp. It's an open-source (a.k.a. free) yet fully featured alternative to Photoshop. It's a great program and I think you'll be able to do whatever you wanted to do in Photoshop. It's not got some of the latest and fanciest features, but it's a solid contender that I use all the time.

So get Photoshop Elements for $100 or less. Doubt you'll even notice the difference.
