I think it is brass but I am not sure. The front has been painted copper and is in mint condition it is the back that the substance I think is mold is growing. I am sure it is a metal because it has sauter marks where the seems are.
I think it is mold because it is a white substance whch has beaded up on one side and in some places it has turned a slight green color.It is obviosly working tis way to the other side of the statue too.

Buy a brass cleaner. Don't try anything else until you are sure. You can ruin the statue very easily.

Take it to a pawn shop or an antique dealer to make sure.

I am assuming you meant solder marks on the seams- if it is a white cottony type residue near the solder joints, it could be lead whiskers. Lead bearing solder tends to grow white whiskers that are a conductive metal. To remove, use isopropyl alcohol and scrub hard. Once the growth is all removed, coat with clear polyurethane to prevent regrowth. Be careful as lead is dangerous.
