Is there a way I can claim my money legally and force him to pay me?

Yes. But is it worth it?
If it were me, I'd just chalk it up as a learning experience and move on.

Small claims court would hear your case, but you'd have to have documentation that it was a loan (cancelled check with "loan" written on it before you gave your friend the check, paper signed by your friend as an IOU, proof he paid a little on it, proof he asked you to hold off on collecting it for a time... basically, any actual proof that it was a loan and that he has not paid it. If you take your friend to court and win, that person usually has to pay the court fee as well as the $200.)

Small claims court (Judge Judy is an example.)

Note that you will have to prove that your friend owes you a debt and the amount of the debt. I would make sure to get your proof in order before paying the filing fee, which, although small relative to a full-blown lawsuit, may be large relative to a $200 debt.

Small claims court is the correct process. However, it will cost you a fee to file and you will want proof of the loan and its terms. Words of others will help but a written contract is best. If you can't prove it then it becomes your word against his that the loan every occurred.

He is NOT a real friend, just someone treating you like a patsy! Refuse to pay any more!! When you get involved in drugs, anyone else involved is just a drug acquaintance, and probably seeking to use you for their own purposes!!!

No. But if he doesn't pay, you can besmirch his good name all over town as a scurrilous wag who does not pay his debts - not a gentleman as we understand the term. Someone to be shunned.
