My dad was on the computer, and I believe, changed a setting. I cant figure out to change it back. Basically, its only on ie, not on any of the other programs on the computer.

you have high contrast turned on. Try alt + left-shift + print screen to turn it off.

It looks like the background images are not showing. Go to Control Panel > Accessibility Options > Display tab > un-check Use High Contrast
Use High Contrast sets all backgrounds to a bright color and will not allow backgrounds to be set.

You can try CTRL+the plus to make larger or CTRL+the minus to go smaller.
