I will only consider murder in my answer to keep this as brief as possible...
I consider a person who can kill with cold-blood far more sinister and dangerous than those that kill because they are overcome with hate.
Hate is an emotion. It is irrational. The person engulfed with enough hate to kill will have a hard-time concealing the exterior indicators of hate. They will also think and act irrationally right before and during the act of murder. This means they will give a slight warning to those who are paying attention and they will not think things through therefore leaving a sloppy trail of clues to track them down later...
You'll never see the cold-blooded killer coming and they'll be calm and calculating enough to possibly cover their tracks successfully.
In the end though, dead is dead, whether the killer was laughing or crying when the knife slid-in isn't going to change the outcome. Hate-crime laws are nothing more than legislation that attempts to make a frame-of-mind illegal.
The thought-police and Ministry of Truth aren't that far off people.

A hate crime is usually a crime committed against a traditionally persecuted race, culture, nationality, religion, etc. Most hate crimes will not get categorized as such in the court hearing because most of the time, the regular sentence for the crime within the state would be longer than the sentence for the "hate" crime, which is a federal crime. It's our misguided judicial system. The system says that killing someone is sort of wrong, but killing a cop is definitely wrong.
So it says that a gang beating someone up is probably okay, but a gang of one color beating up a person of another color is sort of wrong.
Hammaraubi gave better judgment 3,000 years ago when he said 'an eye for an eye, a tooth for a tooth' which meant that a nobleman would get the same punishment for harming a servant as a servant would for harming a nobleman.
I agree with you--unacceptable behavior is just that, regardless of any special or extenuating circumstances in the identity of the perpetrator or the victim.

Hate crime legislation is silly. For one thing, they will make it to where if a person of one race kills someone of a differant race, for any reason, a race issue. For instance, if i was down town talking to a guy of a differant race, and we got to arguing about the presidental race, and i got mad at him and shot him. It had nothing to do wiht his race or mine. I had do do wiht me thinking Hillary isnt qualified to be a manure spreader and him thinking she should be King.
BUT since we are differant races , it now becomes a hate crime . now i had a better chance of a light sentance if we were both the same race. To me that is racism .

because a hate crim is commited towards a person who is of a diffrent color or who has a diffrent sexual prefrence (balcks or gays or jews{not so much any more} but that is the difrence the other crimes often the people do not know you or your prefrences. so it is just a random crime
