A 3.5 month old wouldn't have full head control. 10 mins is also a very long time to be using as a gauge. As long as he is showing signs of holding his head up, or doing it for short periods, he is doing just fine. By 4 months a baby should be able to hold up their head when placed in a sitting position, though not indefinitely. By 6 months it should be more steady, as neck muscles should be more developed.

Its not normal for a nearly 4 month old to have no control over their head. He should be able to hold it up a little and lift it when laying.

But each baby is different, its not always signs of a problem.
