Nope. 20 year-olds still don't know what they are doing in life. They are so unstable. They don't even know anything including who they are, what they wanna be, what they want in life. Trust me...i dated lots of them. Guys aren't any good until they reach mid-life crisis. Then only they'll sit back and rethink what they want in life and determine something ultimately certain for once in their life. Yeah, i agree with TD. The earliest is 35. Earliest!!! In most cases, it's much later than that. So don't blame us girls for hitting on mature, elderly guys. We've got no choice coz guys our age is not only immature but also mentally boring. We need confident man who's intellectually stimulating.
How to improve it? Take every single life experience that you have seriously. Anything that you encounter in life. Be more sensitive and aware of things surrounding you. Learn from every single tiny weeny issues. Meet more people, not to fool around, but to find out who you really are and what you want in life. Read more, gain more knowledge. Mix around with more matured people with tonnes of experience. Do not be afraid of being your true self. Don't try to be average. It's the uniqueness that defines who you are...Try to achieve greater heights...Be not afraid of greatness. ;-)

I believe 20 yrs will help define the base of personality in anyone.
However, I do not believe you are held by any barrier or restriction of personal growth.
From my experience of life, I've noticed society has expectations for people to fit in a box, but also gives you the freedom to step out of it. It's all about choices.

Based on psychological theories and dynamics of personality...Freud actually says that by the age of five you have already molded into your personality you shall carry through out the rest of your life. I suppose it is based on the five psychosexual stages of development. Anal, Oral, Phallic, Latency & genital. This theory also includes the oedipus and electra complexes.

Untrue. I believe that the human male does not develop any character at all until the age of 35.
