Alaska, if you count all 50 states.

If you're talking only about the contiguous 48, then it's Michigan. Your question said "water," not necessarily "gulf" or "ocean." Michigan has 2,147 miles of Great Lakes shoreline.

Florida is second with 1,350 miles.

It is Alaska. The continental United States is a term referring to the United States situated on the North American continent. Depending on usage, it can mean either: the 48 contiguous states plus the District of Columbia; or the 48 contiguous states plus the District of Columbia and Alaska. The first definition is more traditional, back to before Alaskan statehood, and is the more commonly used definition. The second definition is the technically correct definition because Alaska is also in North America, northwest of Canada. In both senses, Hawaii – an archipelago southwest of North America in the Pacific Ocean – is excluded.

Alaska has the longest coastline, but technically, the correct answer is Hawaii. It is the only state that is an island, and therefore surrounded with water.

of the 48 states that are all next to each other or all 50 including alaska & hawaii? if the 48, than i believe florida or california (florida best bet) of all 50 though, Hawaii. PLEEZ VOTE MINE AS A BEST ANSWER!

i think alaska or florida, because they are bigger. hawaii is completely surrounded, but a lot smaller
