A western saddle has a front cinch (where the girth is) and a back cinch, mainly used for cutting horses, riding up and down hills, or anytime that you feel that it may be necessary to keep your saddle from popping up and down. And that should be the only two straps on a saddle.

What straps are you speaking about. Are you speaking about girths? There is a cinch and can be a hind girth. If you are talking about the ties that hang off of the saddle, there should be two in order to tie with. But I am unclear what you are asking.

there is a set of latigos (western billets) on the front of every western saddle and possibly another set on the back. on the front right there is an "off billet" it can be long like a normal latigo strap or short hith woles. on the fronf left there is the latigo.

Yeah. All of my Western saddles do at least.
I feel alot more secure riding Western than I do English because of that very thing. [My horse is insane haha]
