Actually, it's the reverse. The Quartering Act was a part of the Intolerable Acts, as the Intolerable Acts were a series of laws that American colonists could not tolerate because they posed undue burdens on the people.

The Third Amendment was designed specifically with the experience of the Quartering Act in mind. The experience of keeping soldiers in the houses of civilians was an awful experience. It was not uncommon for soldiers to impose their will on a household, and women especially were subjected to things that we'll leave to the imagination. Thus, the third amendment prohibits that practice, one of the few parts of our constitution that has not yet been violated.
