The rule of thumb is "ovulation happens about day 14 of your 28-day period". However, research has shown that once in a while, ovulation happens at very unusual times. So nothing is 100% reliable.

The joke is - what do they call girls who rely on timing for birth control? "Mommies".

If you mean can it happen the first day after bleeding started? Unlikely, but not impossible. The first day after bleeding stopped? Not likely, but quite possible.

The supposed safe days are calculated like this:
Sperm can live for about 5 days, you ovulate 14 days before your period starts (USUALLY!) which is day 14 AFTER, if you have 28 day cycles. Allow 1 day for safety, and 14-5-1=8. Anything after day 8 can be risky. Allow for 14+5 and anything after day 19 is safe.

However, there's a reason why this method is rated 80% safe. It means of 100 couples who use this method for a year, 20 will likely get pregnant. That's slightly worse than Russian Roulette.

It is possible to get pregnant every - single - time that you have sex. The chances may be less on certain days, or if you use birth control, but there is ALWAYS a chance.

Possible, but not probable. If your next period is late, take a pregnancy test.
